Provengo's IDE Updated

Theme icons and improved visuals FTW

We've updated our IDE. What's new:

1. Reduced overhead when not working with Provengo projects

2. Better visuals, including themed icons

3. Welcome and Resources views are always available

4. Under-the-hood improvements, mainly around modernized filesystem usage, stability, and performance.

This IDE is available on VS Code Marketplace and Open-VSX.
